Host Employer Agreement & Terms of Partnership
This Agreement sets forth the terms and conditions under which Internship Host Employers agree to host an intern through the Eastern Oregon WORKS (EO WORKS) Internship Program, administered by the Eastern Oregon Workforce Board (EOWB).
1. Supervision & Mentorship
- Designated Supervisor: The Host Employer agrees to assign a primary supervisor to provide regular day-to-day oversight, clear work assignments, and constructive mentoring throughout the internship.
- Performance Resolution: If performance issues or attendance concerns arise, the Host Employer is strongly encouraged to contact the EOWB Internship Coordinator to collaborate on a resolution. If a critical safety concern occurs, the Host Employer retains the right to terminate the placement immediately and must notify EOWB as soon as possible.
2. Workplace Health, Safety & Incident Reporting
- Safe Environment & PPE: The Host Employer agrees to provide a safe, non-discriminatory physical working environment, standard job equipment, and any required job-specific safety training (including Personal Protective Equipment, if applicable).
- Incident Reporting: The Host Employer must immediately report any workplace injury, occupational illness, or significant safety incident involving an EO WORKS intern to the EOWB Internship Coordinator.
3. Wages, Minimum Wage Compliance & Payroll
- Minimum Wage Compliance: Interns must be paid at or above the applicable Oregon minimum wage for the county in which the work is performed. In the event of a state minimum wage adjustment during the internship period, the Host Employer remains legally responsible for ensuring payroll rates meet or exceed the updated minimum wage.
- EOWB as Employer of Record:
- If EOWB serves as the Employer of Record, the Host Employer’s designated supervisor must review and sign the intern’s timesheet for accuracy prior to submission.
- Signed timesheets must be submitted to EOWB twice monthly—on the 15th and the last calendar day of each month. (EOWB paydays occur on the 10th and 25th of each month). Either the intern or the supervisor may submit the signed timesheet.
- Host Employer Reimbursement Process: If the Host Employer pays the intern directly and seeks wage reimbursement from EOWB, all required reimbursement documentation and payroll proof must be submitted to EOWB within five (5) business days following the intern’s last working day.
4. Insurance & Workers’ Compensation
- Workers’ Compensation: EOWB provides Workers’ Compensation insurance coverage only for interns who are directly on EOWB’s payroll. For interns placed directly on the Host Employer’s payroll, the Host Employer is responsible for providing Workers’ Compensation coverage.
- General Liability Insurance: The Host Employer agrees to maintain standard commercial general liability insurance covering its premises and operations throughout the duration of the internship placement.
5. Hiring & Future Employment
- Post-Internship Hiring: EOWB strongly supports creating permanent career pathways in Eastern Oregon. The Host Employer is fully permitted and encouraged to hire the intern into a regular, permanent position during or upon completion of the internship.
6. Program Evaluation & Surveys
- Employer Feedback: The Host Employer agrees to complete a brief EOWB Final Employer Survey at the conclusion of the internship to provide feedback on the intern’s performance and help measure the regional impact of the EO WORKS program.
7. At-Will Partnership & Termination
- Participation in the EO WORKS Internship Program is at-will. Either EOWB, the Host Employer, or the intern may terminate the internship placement at any time upon written notification to the other parties.
