The Eastern Oregon Workforce Board (“EOWB,” “we,” “us,” or “our”), legally incorporated as the Eastern Oregon Workforce Investment Board, owns and operates https://eoworks.org (the “Site”). The Site serves as a regional WorkSource Oregon virtual connection point for job seekers, employers, partners, and community members in Eastern Oregon.

WorkSource Oregon is a statewide partnership of state, local, nonprofit, education, and workforce organizations that provide employment, training, recruitment, and related services to job seekers and employers. EOWB operates this Site to help users request services, connect with regional workforce partners, access employment and training resources, and be routed to appropriate programs or supports.

This Privacy Notice explains how EOWB collects, uses, shares, retains, and safeguards information when you visit the Site, complete a virtual intake, submit a contact or service request, register for events, or participate in EOWB-supported workforce development services.

This Privacy Notice applies to information collected through this Site and EOWB-operated public-facing forms, communications, and service requests. It does not apply to third-party websites, portals, systems, or services that are not operated by EOWB.

1. Public Funding, Oversight, and Records

EOWB programs and services are funded in whole or in part by public resources, including federal, state, and local workforce funds. Programs accessible through this Site may be supported by the United States Department of Labor, the Oregon Higher Education Coordinating Commission, WorkSource Oregon partners, local workforce funds, grants, contracts, or other public resources.

EOWB may collect and maintain information for intake, service routing, program eligibility, service delivery, grant administration, performance reporting, monitoring, auditing, compliance, and program evaluation.

Information collected for these purposes may be reviewed, retained, disclosed, or reported as required by grant agreements, oversight agencies, audits, court orders, subpoenas, or applicable federal, state, or local law.

Where confidentiality protections apply, EOWB will take reasonable steps to protect, limit, or redact personal information before disclosure.

2. Information We Collect

EOWB collects information that you voluntarily provide, information needed to route or provide workforce services, and limited information collected automatically when you use the Site.

1. Personal Identifiers

When you complete a virtual intake, submit a service request, contact us, register for an event, or use Site features, we may collect:

• First and last name;
• Middle initial, when requested;
• Email address;
• Phone number;
• Communication preferences, including text message or email preferences;
• Mailing address;
• City, state, ZIP code, and county of residence;
• Preferred language or communication needs;
• Information included in messages, forms, registrations, or inquiries you submit.

1. Workforce, Career, and Service Information

To help connect you to employment, training, workforce, or supportive services, we may collect information such as:

• Employment status;
• Work history;
• Resume information;
• Certifications, licenses, or credentials;
• Education or training background;
• Career interests and employment goals;
• Training interests;
• Service needs;
• Availability;
• Barriers to employment;
• Program eligibility information;
• Referral information;
• Participation records;
• Placement, employment, wage, retention, or completion information;
• Other information needed to assess, route, or provide workforce services.

1. Youth, Internship, and Work-Experience Information

EOWB may operate or support youth employment, internship, work-experience, career readiness, and emerging workforce initiatives, including programs for eligible youth and young adults.

For these programs, we may collect information from youth participants, parents or guardians, schools, employers, internship host sites, or program partners. This may include:

• Age or date of birth;
• School enrollment or education information;
• Parent or guardian contact information;
• Work history or career interests;
• Placement preferences;
• Availability;
• Internship or work-experience documentation;
• Employer or host-site information;
• Learning goals;
• Participation status;
• Completion information;
• Employment or training outcomes.

Parent or guardian information and authorization may be requested where appropriate or required.

1. Sensitive and Program Eligibility Information

Some workforce programs may require or request information related to eligibility, priority of service, demographics, barriers to employment, disability accommodations, veteran status, justice involvement, income or economic status, school enrollment, public benefit participation, work history, or other service needs.

This may include:

• Demographic information, such as race, ethnicity, sex, or gender, when required or requested for reporting or program purposes;
• Veteran or eligible spouse status;
• Disability status or accommodation requests;
• Justice involvement or reentry-related information when needed for reentry employment services;
• Income, public benefit, or economic eligibility information;
• Supportive service needs, such as transportation, work clothing, tools, training costs, or other employment-related supports.

EOWB collects this information only when needed to determine eligibility, provide services, coordinate referrals, meet reporting requirements, evaluate program outcomes, or obtain consent where required by law.

Sensitive or eligibility-related information may be used for workforce program administration, service coordination, grant compliance, required reporting, statistical analysis, and program improvement. EOWB does not sell this information.

1. Intake Drafts, Confirmation IDs, and Saved Form Information

The Site may use intake tools that allow users to save or resume an incomplete service request. These tools may use a confirmation ID, cookies, or local browser storage to help you return to an unfinished form.

Saved draft information may be retained for a limited period so that you can continue an intake or service request without starting over. If you use a shared or public computer, you should take care to close your browser and avoid saving sensitive information where others may access it.

1. Information Collected Automatically

When you visit the Site, certain information may be collected automatically through cookies, analytics tools, or website hosting services. This may include:

• IP address;
• Browser type;
• Device type;
• Operating system;
• Pages viewed;
• Referring website;
• Date and time of visit;

EOWB may use Google Analytics or similar tools to understand website traffic, improve website performance, and evaluate public engagement with online information. These tools help us understand general usage trends and do not replace direct program records or service documentation.

3. How We Use Information

EOWB uses information to carry out its public workforce development mission and related administrative responsibilities.

We may use information to:

• Respond to inquiries submitted through the Site or other contact methods;
• Review, save, route, and process WorkSource Oregon Connect or other digital intake submissions;
• Connect individuals to WorkSource Oregon services, workforce partners, training providers, employers, internships, work experiences, or supportive services;
• Determine eligibility for publicly funded workforce programs, training funds, tuition assistance, supportive services, internships, work experiences, or other services;
• Provide referrals to appropriate regional workforce, education, employer, community, or government partners;
• Support career coaching, employment planning, training navigation, job search assistance, reentry employment support, or employer services;
• Match participants with appropriate programs, employers, internships, training, or service providers;
• Communicate with participants, employers, partners, Board members, committee members, and the public;
• Send program updates, event notices, meeting notices, workforce information, or other communications related to EOWB services;
• Administer grants, contracts, and public funding requirements;
• Track participation, outcomes, performance, and required reporting;
• Evaluate and improve EOWB programs, services, website content, referral pathways, and customer experience;
• Maintain internal records;
• Protect program integrity, website security, and organizational operations;
• Comply with legal, contractual, grant, audit, and oversight obligations.

4. How We Share Information

EOWB does not sell, rent, or lease personal information to third parties. EOWB does not run paid advertising on the Site or share personal information for cross-context behavioral advertising.

EOWB may share information under the following circumstances.

1. WorkSource Oregon Partners and Service Providers

To provide integrated workforce services, EOWB may share information with authorized WorkSource Oregon partners, workforce service providers, education and training providers, employers, internship host sites, referral partners, contractors, public agencies, or community organizations when needed to provide services, coordinate referrals, verify eligibility, document outcomes, or connect individuals and employers to appropriate resources.

Examples may include the Oregon Employment Department, Training & Employment Consortium, education and training providers, community-based organizations, public agencies, WorkSource Oregon center partners, and contracted service providers.

1. Employers and Internship Host Sites

For internship, work-experience, employer-service, job-matching, or placement-related programs, EOWB may share relevant participant information with prospective or participating employers or host sites for matching, placement, supervision, reimbursement, documentation, or follow-up purposes.

Where possible, EOWB will share only information reasonably needed for the program purpose. Candidate profiles, resumes, or participant information may be shared with employers or host sites when approved, authorized, or necessary for the service requested.

1. Training, Education, and Community Partners

EOWB may share information with schools, colleges, training providers, supportive service organizations, community-based organizations, or other partners when needed to help participants access training, supportive services, referrals, eligibility assistance, documentation, or follow-up.

1. Funding, Oversight, and Government Partners

EOWB may share required information with funding agencies, oversight agencies, auditors, monitors, evaluators, or government partners connected to workforce development funding, reporting, compliance, and program administration.

These may include federal, state, local, or regional entities involved in workforce funding, public program oversight, performance reporting, audits, or compliance review.

1. Service Providers and Authorized Systems

EOWB uses approved technology systems and service providers to operate the Site, communicate with the public, administer programs, maintain records, evaluate website use, and meet grant or reporting requirements.

These may include:

• Website hosting providers;
• Email and communication platforms;
• Website analytics providers;
• Office productivity and document storage systems;
• Workforce referral systems;
• Digital intake or registration tools;
• Calendar or event tools;
• Grant, reporting, or compliance systems;
• Other systems used by EOWB, government agencies, contractors, or program partners.

Examples may include website hosting services, Google Analytics for website traffic analysis, Microsoft 365 for business operations, Oregon CIS or other workforce referral tools, WorkSource Oregon-related systems, and reporting systems used to administer EOWB programs.

Service providers may process personal information only as needed to provide services to EOWB or support authorized program functions.

1. Legal Compliance and Protection

EOWB may disclose information when required or permitted by law, including in response to court orders, subpoenas, audits, monitoring requests, public funding requirements, legal claims, investigations, or other lawful requests.

EOWB may also disclose information when necessary to protect the rights, safety, property, or operations of EOWB, program participants, partners, staff, or the public.

5. Third-Party Links, Portals, and Events

The Site functions as a regional virtual hub and may include links to third-party websites, portals, registration systems, job-search tools, training providers, partner agencies, state systems, WorkSource Oregon resources, My WorkSource, iMatchSkills, Oregon CIS, or community event pages.

Some events listed on the Site may be directly administered by EOWB, while others may be hosted by third-party partners or community organizations. EOWB will make reasonable efforts to identify whether an event, training, or registration link is administered by EOWB or by another organization.

When you click a third-party link or use an external portal, you leave eoworks.org. EOWB does not control and is not responsible for the privacy practices, cookie practices, security practices, content, accessibility, or policies of third-party websites or systems. You should review the privacy notice of any third-party website or portal before submitting information.

6. Email, Text Messages, and Communications

EOWB may use email, phone, text messages, or other communication tools to respond to service requests, provide program updates, send appointment or referral information, share event details, and communicate about workforce services.

If you provide a phone number and indicate that text communication is acceptable, EOWB or a workforce partner may use text messages for service-related communication. Message and data rates may apply depending on your mobile carrier.

You may request that EOWB stop sending non-essential text or email communications. Some program-related, legal, administrative, meeting-related, or service-related communications may still be sent when necessary to provide services, comply with requirements, administer programs, or maintain official records.

7. Youth and Children’s Privacy

EOWB does not knowingly collect personal information online from children under the age of 13 without appropriate parent or guardian consent where required by law. If EOWB learns that it has collected personal information online from a child under 13 without required consent, EOWB will take appropriate steps to delete or otherwise lawfully address that information.

EOWB may collect information from youth participants, including individuals ages 14–17, for workforce, internship, career readiness, training, work-experience, or related programs. Parent or guardian information and authorization may be requested where appropriate or required.

Youth program information may be used to determine eligibility, support placement, coordinate services, document participation, meet grant requirements, and evaluate program outcomes.

8. Oregon and Other Privacy Rights

To the extent applicable under Oregon law, Oregon residents may have the right to request access to personal data, correct inaccuracies, request deletion, obtain a copy of personal data, or opt out of certain uses of personal data.

Some information may be exempt from deletion, correction, access, or disclosure requests because of legal, contractual, grant, audit, public funding, program integrity, or recordkeeping requirements.

Depending on where you live and how you interact with EOWB, you may have additional privacy rights under applicable law. EOWB will review privacy requests and respond as required by applicable law.

9. Data Retention

EOWB retains personal information only as long as necessary for the purposes described in this Privacy Notice, including program administration, service delivery, grant compliance, auditing, legal obligations, reporting, dispute resolution, and recordkeeping.

Retention periods may vary depending on the program, funding source, record type, grant requirements, legal requirements, and administrative needs.

Saved or incomplete intake forms may be retained for a limited period to allow users to resume a service request. Completed intake records, service records, eligibility documentation, and program records may be retained longer when required for grant, audit, reporting, legal, or program administration purposes.

When information is no longer needed and is not subject to retention requirements, EOWB will take reasonable steps to delete, archive, anonymize, or securely dispose of the information.

10. Data Security

EOWB uses reasonable administrative, technical, and physical safeguards designed to protect personal information from unauthorized access, use, disclosure, alteration, or destruction.

These safeguards may include:

• Access controls;
• Password protections;
• Staff training;
• Secure storage practices;
• Vendor review;
• Data minimization;
• Internal procedures;
• Confidentiality expectations;
• Appropriate handling of sensitive or program-related information.

No website, email system, cloud system, text messaging system, or electronic storage system can be guaranteed to be completely secure. If EOWB becomes aware of a security incident involving personal information, EOWB will review the incident and provide any notices required by law.

11. Your Choices

You may choose not to provide certain information. However, some information may be required to respond to your request, determine program eligibility, provide services, complete referrals, administer internships or work experiences, comply with grant requirements, or document participation.

You may unsubscribe from optional email communications or request that non-essential communications stop. You may also contact EOWB to request review, correction, or deletion of personal information, subject to legal, grant, audit, and program recordkeeping requirements.

If you are resuming an incomplete intake form using a confirmation ID, you are responsible for keeping that confirmation ID secure.

12. Updates to This Notification

EOWB may update this Privacy Notice from time to time. When changes are made, the effective date at the top of this notification will be updated.

Continued use of the Site after an updated Privacy Notice is posted means you acknowledge the revised notification.
